Shri P.V. Narasimha Rao was born on June 28, 1921, in Karimnagar, Andhra Pradesh. He studied at Osmania University and Nagpur University before becoming a widower with three sons and five daughters.
He was a politician and an agriculturist by profession. He served in some important portfolios and positions, such as Minister of Law, Information and Endowments from 1962-64; Law and Endowments again from 1964-67; Health and Medicine from 1967 to 1971; Education in 1968-71, General Secretary in 1975-76, Government of Andhra Pradesh in 1971-73 and Vice President of Dakshin Bharat Hindi Prachar Sabha (DBHP) Madras 1972. As Chairman Public Accounts Committee in 1978, he attended a conference on South Asia at the London School of Asian African Studies.
He was also a Member of the Andhra Pradesh Legislative Assembly 1957-77 and; Member of Lok Sabha 1977-1984, especially representing the Ramtek constituency in December 1984. He became Minister for External Affair from January 1980 to 1980 to July 18, 1984, when he was appointed Minister of Home Affairs from July 19, 1984, to December 31, 1984. From then on he was Minister of Defence till September 25, 1985, when he took up as Minister of Human Resources Development with responsibility for Culture as nominated additional charge which stayed so till February 13, 1986, before resigning on April 5 1986 due to differences with Congress Party Leadership.
He had an interest in music, cinema, and theater. In particular, he was passionate about Indian philosophy and culture. He also wrote fiction and informative political commentary. He speaks Telugu, Hindi, English, etc., and is well-versed in the literary world. He completed SahasraPhan (a translation of Shri Viswanatha Satyanarayana's famous Telugu novel) as well as Abala Jeevitam (a translation of Shri Hari Narayan Apte's famous Marathi novel). Translations also include a variety of other works from Marathi to Telugu to Hindi. His stories have been published in various magazines under a pen name. As Minister of External Affairs, he traveled extensively to Europe and Egypt in 1974.

As Minister for Foreign Affairs, Rao earned a reputation for being intelligent and efficient. He continued with this tradition by chairing the III Conference of UNIDO in New Delhi, in January 1980 and also chaired meetings of the Group of 77 in New York in March 1980. His international diplomatic skills were put to good use when he led the Indian delegation to the Conference of Non-aligned Countries Economic Commission, in February 1981.
In 1982 and 1983, India and its foreign policy were eventful. India was invited to host the Seventh Summit of the Non-aligned Movement, and Indira Gandhi became the Chair of that organization. In 1982, Prime Minister Rajiv Gandhi presided over informal talks with other Heads of State from around the globe at UN headquarters in New York.
Shri Rao was also the leader of the Special Non-Aligned Mission that visited West Asian countries in November 1983. The effort was to find a resolution between Palestinian Liberation Organization and Israel. He became actively connected with the Commonwealth Heads of Government Meeting in New Delhi, which led to the setting up of the Action Group in Cyprus.
Shri Narasimha Rao, who is the External Affairs Minister of India, has chaired Joint Commissions with many countries such as the U.S., U.S.S.R., Pakistan, Bangladesh, Iran, and Vietnam just to name a few.
Shri Narasimha Rao took over as Home Minister in 1984. Later that year, he was also put in charge of the Ministry of Planning. In 1985, he became the Minister of Defense, and then, on September 25th, 1985, the Minister of Human Resource Development. He served as the 9th prime minister of India from 1991 to 1996.
