V.P. Singh was born on June 25th, 1931 as the son of Raja Bahadur Ram Gopal Singh. He got an education at Allahabad and Poona Universities before marrying Smt Sita Kumari, a politician, on June 25th, 1955. They have two children together.
As an educated man, he was the founder of Gopal Vidyalaya, Intermediate College, Koraon, Allahabad. He was President of the Student Union at Udai Pratap College in 1947-48 and Vice President of the Allahabad University Student Union. He actively participated in the Bhoodan movement in 1957 and donated a well-established farm available in Pasna village, District Allahabad.

He was a member of the All India Congress Committee and served on the Executive Body of Allahabad University. He also served as a Member of the Legislative Assembly in Uttar Pradesh twice in 1969-1971 and 1971-1974. With a term of six years as MP, he was Union Deputy Minister of Commerce after October 1974 and Union State Minister of Commerce from 1976-1977. In 1980, he became Chief Minister of Uttar Pradesh and served two consecutive terms until 1983.
Mohan Dharia served as Commerce Minister in 1983 and took charge of the Department of Supply in 1983. He was also elected to be Rajya Sabha MP in 1983, President of the Uttar Pradesh Congress Committee in 1984, and Union Finance Minister on 31 December 1984.
