The Indore Development Authority, commonly known as IDA, is the urban planning agency for the Indore Metropolitan Region. Established in 1973 under Madhya Pradesh Town and Country Planning Act, 1973, its headquarters is 7, Race Course Road, Indore.
The role of IDA is to implement the master plan which was proposed in 2011 but it starts by dealing with proposals related to residential schemes or other aspects of the development of land on fringes that would be prepared by architects at IDA.
There are various ways of working out these plans and it's important to choose whether a full-fledged project or something just limited to some basic amenities.

For example, one can think about how a housing scheme will be accommodated with all necessary commercial activities available nearby and ensuring that it'll be well connected with the city; this means taking into account transportation facilities like water supply and sewage lines as well as electricity plan for all. It's what people see most often; this constitutes a "development of land in an organized manner," common people making investments in this activity. Although IDA provides a platform for urbanization, its policy is not to make any decision that violates Master Plan guidelines.
